How the conversion handles daylight saving
Conversions run against the IANA time zone database through the browser internationalisation engine rather than against fixed UTC offsets, so each city is resolved using the rules in force on the date you select. That matters because a fixed offset is wrong for roughly half the year in any region that observes daylight saving time, and the switch dates differ by country: most of Europe changes on the last Sunday in March and October, the United States and Canada on the second Sunday in March and the first Sunday in November, and much of the southern hemisphere in the opposite months. Regions such as most of Asia, Africa and the equatorial belt do not shift at all.
Why offsets are not always whole hours
Several zones sit at thirty or forty-five minute offsets from the nearest hour, including India at UTC+5:30, Iran at UTC+3:30, parts of Australia at UTC+9:30 and Nepal at UTC+5:45. Political decisions also move zones outright, as when Samoa skipped a calendar day to change sides of the date line. Because of this the difference between two cities is a property of the specific instant being converted, not a constant, and it can change between the day you schedule a meeting and the day it takes place.
Scheduling across zones
When arranging a call, state the time in each participant local zone and include the UTC equivalent, which is unambiguous and unaffected by daylight saving. For recurring meetings, pick a slot that stays inside working hours in every participating region even after the nearest daylight saving transition, otherwise the series will drift by an hour twice a year for some attendees. Calendar invitations that carry a zone identifier rather than a plain time will adjust themselves automatically for every recipient.
